Initial Proposal

This is an update and initial proposal re Programme Development for the New Zealand Certificate in Foundation Skills version 3. 

Project Objective: 

To write a programme for the NZ Certificate in Foundation Skills version 3, appropriate for a generic secondary school setting, based on the unit standards currently under development. 

  Points to note: 

  1. This is breaking new ground 

  2. Each school will, at the end of the process, apply separately for programme approval for their own school. 

  3. There is a fee: “Applications for Programme approval and accreditation for schools is capped at two hours -  we charge $190 per hour plus GST. This is charged if the application is approved or not.” – from NZQA (Team Leader I Kaiārahi Kapa; Approvals and Accreditation | Whakaaetanga, Whakamanatanga Akoranga; Quality Assurance Division I Te Wāhanga tino Kounga o te Manatū). This fee seems manageable for each school. 

  4. Each school’s QMS (Quality Management System) will need to be added to in some way, to include RCC, RCL etc for this programme. That’s just one example of technical matters that need to be considered, but are possible. 

  5. The PN should be in the loop in each school, but should not been seen as shouldering the mahi here. The technical aspects should be the same for each school and can thus be shared once we’ve worked them out. 

  Commitment: 

  1. As a team, those who are interested commit to collaborating over seven months to see the mahi through to first programme approval for a school. 

  2. Participants are willing volunteers in a long-term project, whether doing this in school time and/or their own time. 

  3. The is a zero $ venture; no costs are involved expect where schools individually cover travels costs or relief etc as they see fit.  

  4. All work is shared freely with any other school who would like a copy of the programme and the approval details, once complete. 

The first tidy draft of the Level 1 unit standards is near completion, so we should be able to use them to begin this mahi in a couple of weeks.
